Russian GRU spy tried to infiltrate the International Criminal Court


Russian intelligence uses the name to distinguish such officers from “legal” spies posing undercover as diplomats. Many countries use spies pretending to be ordinary people, but Russia has long specialized in some kind of covert illegal agent who takes on an entirely different nationality. These spies pose as American, British, Canadian or – in Ferreira’s case – Brazilian to make them move in circles where Russians would be greeted with suspicion and therefore more difficult to operate.
